Where to order quality articles?

Friends, this is not a question, but a cry from the heart :)
I am running two projects, one on construction topics, the other on IT. In fact, two blogs, you need useful content of about 40 materials per month.
I tried all the exchanges, copyright (essentially a rewrite-rewrite :)), rewrite ... 99% of cases they write poorly, in other cases the first articles are more or less, then see the previous paragraph.
How do you solve content problems?
I had a friend, he said that he had 3 specialists working on each article, one made the "skeleton" of the article, then gave it to the editor, then for publication - this was the only way really good useful materials came out, but he didn’t specify the cost then, but now the contact lost.
Already sick of the Albanian text .. at the same time I tried premium rewriting and copywriting on the copylancer .. I can’t write articles myself anymore, it eats up all the time ..
I would be grateful for any advice.

Question - how much do you pay for those articles? "You" is both specifically you and the market in general. I'm just off topic.
Let's look at a specific example. Well, I have a publication on Habré with a good rating. I spent 3 evenings on writing it for ~4 hours each:
1 - thought over the general skeleton and picked up links
2 - wrote the main text
3 - proofreading and polishing
That is, in total 1.5 working days if clean and probably 2 if dirty (including drinking tea and hang out with someone). Here it should be noted that the volume of that article is rather small, and the idea has been passively maturing with me for some time. If I wrote a voluminous / complex material or material on a new topic, the time would have to be multiplied many times.
Move on. Let's put a monthly salary of 30 thousand - it seems to me that this is the minimum bar for a person who knows and can do something (provided that he lives in the provinces).
In short, it turns out that the article should cost 2-2.5 thousand rubles in the most mega-optimistic scenario. More realistically, most likely, even taking into account the fact that the pros already have a full hand, and he writes faster than me.

Quality articles to write - you need to understand the topic.
Such a specialist:
1) Or you will find hell.
2) You will create it yourself, but it is expensive.

You need one or two regular authors who write well and understand the topic, but the pay should be decent, so that you can feed yourself and your family ... and for 3 kopecks, you won’t find such people on copyright exchanges, you need a vacancy open)
