Where can you get a high-quality second degree in web development in St. Petersburg?

Good afternoon.
Being a humanist (he graduated from the economic faculty of not the last university in St. Petersburg with a previously fashionable specialization - management), he always had a craving for computers and the web, in particular. Courses and self-education at the moment have led to a mess in my head (HTML, CSS, a little JS, a little PHP and a little other). And also to the loss of confidence in the courses. And time. Age to 30, and in a couple of years, I think that the routine and the nascent family will absorb both free time and money.
Therefore, I need to structure my knowledge and expand my horizons. I see a high-quality evening second tower as a way out, in order to at least orient me in which direction to dig myself. It is problematic to study in person due to work, although, in principle, I have reserves to not work for six months and go to school (but then I will have to tighten my belts). In absentia and remotely - I do not see much difference from self-education and courses.
English at the level of reading forums and technical literature.
As a goal: so that after 2 years it would not be a shame to move as a junior to the backend with further development.
Of the options, the second tower from the Polytechnic University seems acceptable www.avalon.ru/HigherEducation/MasterWeb/EducationP... Outwardly, everything is sound at the open day.
I would like to know the opinion of experienced specialists, what they think about the declared program and the educational institution itself. I would be extremely grateful for advice and for the proposed alternatives.
Thank you for your attention and your time.
Sincerely, Dmitry.

Just wondering - second degree in 2 years? I highly recommend sitting on the toaster, searching each tag for popular discussions on your topic (what to choose, how to start, how to learn, etc.) - believe me, everything has already been discussed in them (himself like that). You will gradually disassemble the porridge. And start learning what you need on your own.
PS I am not an experienced specialist, my opinion is not authoritative advice, but a sharing of thoughts, because. I myself have recently been in search and ignorance. Now I figured it out and I'm already doing it.
Master the base HTML and CSS (htmlacademy.ru) -> make 5 layouts of varying complexity (+ adaptive, it is now important).
Master Bootstrap (there may be such orders).
Then learn JavaScript (what I'm doing now - learn.javascript.ru) (the first two are a must).
Then take on the programming language (I won’t write anything here, because 1) I’m not an expert 2) it was discussed dozens of times and after reading about five topics on the toaster \ habr \ etc, you will make decisions for yourself what to study).
