I am writing an operating system, but I lack practical literature. I read Tanenbaum's books, but there is only theory, but not practice, there is practically no code.
I found articles in English, but it is inconvenient for me to read them. Here I want to find some practical literature in Russian.

you can write yourself.
I sincerely doubt that you will find what you are looking for in Russian. And without English you won't go far....

If reading technical literature in the original language causes a pain - better leave your ideas for capturing the Earth to writing an OS and start learning the language. Without knowledge of English, you cannot write anything.
