What is the boot data copy utility?

Good day!
Requires a boot utility (separately, or as part of the "admin first aid kit") for copying data. Requirements:
1) For USB-flash
2) Must "see" all disks (RAID is missing), partitions on disks and their labels.
3) To be able to very "stupidly" recopy one partition to another, regardless of whether the file system is damaged, and whether it exists at all.
