Where can I find a community for a Web project?

We are engaged in the creation of a web project (website builder), in the process of creation we have reached the point where we need to move on according to user requests, but we have encountered the problem that users are not active in terms of development, well, they created a website for themselves, it works, it brings them money , and it suits them.
We have already created a section for ideas, notifications for users at the entrance, we give bonuses for the jambs found in the system, we made it possible to comment on updates, but everything is practically to no avail.
Accordingly, such a question is how to form it more correctly or where can one find people who would be interested in participating in the development of this project?

Highlighted in bold - the intersection of these two circumstances = your customers.
If they don't do it, it means they don't need or can't express it to you...
So here's what - look for those who don't want to join you for some reason, and make these reasons the reasons for connecting.
That is, not just collect ideas, but also create a convenient service for questions - this is not only a web form, but also conferences and exhibitions

It seems to me that this is the work of sales managers and the innovation department.
The former identify the need for new customers when attracting and for old ones when extending a cooperation agreement.
The latter simply come up with chips that will allow you to sell the project even better.
Users are lazy, they have their own tasks to make money and attract customers, if they start generating ideas on how to make their site better, they will need their own developer, and not a constructor like everyone else.
IMHO.

It seems to me the behavior of your users is quite logical. Apparently building a website and launching it is their goal. If so, it's strange to expect them to do anything else. Now, if the site helped them earn more, it's a completely different matter. Either dig in this direction, or do not expect anything from them.
By the way, we also make a website builder :)) however, we have not reached the clients yet, since we are at the very beginning. But we have such sites that it is assumed that the owners will earn money on them, and not that this is just some kind of additional offshoot for their business.

The goal of any business is to make a profit, everything else is a waste of resources (time and money).
"We are engaged in the creation of a web project (website designer), in the process of creation we have reached the point where we need to move further according to user requests" - where does the idea come from that we need to move there? Are there no requests?
Did they themselves ask for a section to contribute ideas?
"we give bonuses for the jambs found in the system" - here someone can already earn money, but what is the level of compensation, if you need to spend a couple of hours to describe the "jamb", and the result will bring only 50 rubles, then what's the point of writing it? Especially if the designer is aimed at the corporate sector, and you are waiting for a description from an ordinary employee who is waiting for a salary, and not for the profit of the "native" company.
"Accordingly, the question is, how to form it more correctly or where can you find people who would be interested in participating in the development of this project?" What profit will people get from participating in this project?
Would you yourself help for free, for example, G. Gref (president of Sberbank), so that he could earn a couple more million on this?
