When entering fasboot mode, the tablet freezes, can't switch to Android or fastboot?

Entering fastboot mode works, but the screen shows an android robot at the top of the screen, and below the word Fastboot. The switch does not work. A long press on the power button (10 seconds) turns off the tablet.
According to publications, it is stated that Fastboot must be written in hardware.
Questions: Is this
how it should be for all Android devices?
How do you know if it's there?
Lenovo Tab 3 8 Plus device (TB-8703X).

This is fastboot mode. Designed to restore the firmware in the case when everything is bad. Connect to a PC with a cable and write a new firmware with special software.

Dear 15432!
Then it turns out that the interaction between the android device and the PC takes place using the Fastboot module hardwired into the android chip and the Fastboot.exe program, which is part of the ADB SDK or another fastboot.exe, which is part of another product, for example, platform-tools written for windows , linux, mac, android, etc. These two parts exchange commands and results and thus can perform a set of tasks included in the fastboot menu.
The fastboot embedded in the android device chip is not used by the device itself, and the external Fastboot.exe uses the internal fastboot to control the android device at the moment before it boots. This means that the device and none of its applications, except for recovery, can use the internal fastboot, the interaction takes place using a USB connection, or using an OTG connection. Perhaps they can connect using Wi-Fi modules.

Probably it is there and there is no test to detect it, or the presence of the word fastboot in the call of this mode proves its presence, am I not mistaken?
