What to do when deleting all files from the root folder via rm?

I accidentally launched “rm ~ /”, after which the removal process began, when I realized what was happening, I turned off the terminal via “command + q”, and decided to restore the system by rebooting and running the utilities, but the laptop does not turn on: the tab moves a little in the boot scale, then it follows reboot

Everything is the same as on all operating systems and disks for many years.
We remove the disk, connect it to another computer and extract important data with any utility for recovering deleted files. It is better to reinstall the system, since the newly deleted files will be mixed with the previously deleted ones, which can be sooooo many and this very titanic work will bring everything into working order. In short, it's easier to pull out the data and demolish everything and put it again.
Shl I advise you to turn on the computer less and try to load it, since the deleted files are not actually deleted, but only marked as free space and their blocks will be gradually overwritten.
