Boot from LiveCD and see what's going on in /etc/default/keyboard
By default it should be something like

XKBMODEL="pc105"
XKBLAYOUT="us,ru"
XKBVARIANT=","
XKBOPTIONS="grp:alt_shift_toggle,grp_led:scroll"
