What to choose for MVP mobile version of the site or application?

Designed a small application. Social network features for a small niche. We want to test MVP as far as the idea goes to people. The task is to find a rational solution between price, time and result. Therefore, there was a choice between the mobile version of the site and the application (for example, on Flutter). I will be glad to listen to any advice and ideas, because. not strong in the coding environment.

site of course. no one will install an unknown application. and the site clicked and that's it.

For starters, it's better to create a web version. The application can be written on top later using the rest api.
As for the backend, I would advise looking towards frameworks by type:

laravel on php
Django in python (The syntax is much simpler, but less productive (however, if we are talking about a small amount of clients, then this is not a problem at all))

(In general, there are a lot of frameworks, for almost every language, but these are the ones I have worked with)
