What technologies are needed to create a site for paid video broadcasting?

The task is to make a website for paid video broadcasting of foreign language lessons.
How difficult is it to implement, and what is the required set of knowledge? I encounter this for the first time, and so far I have no idea how difficult it is to name at least an approximate price.
I can personally say for myself that at the moment a good level as a layout designer. closer to average JS and PHP.
I know that there is little information, but you never know if there are already ready-made solutions that you just need to configure.
And as far as I know, you can stream on the same YouTube, but I don’t know if it can be done for a fee?
