How to convert server response to video stream?

There is a web page, it shows html content, videos and photos.
So, is it possible to convert this entire page into a video stream on the server? So that you can, for example, open the VLC player on your computer and watch this stream by url (but in fact you see a regular picture from the site)? The easiest way is to open the desired page in a regular browser (the platform is not important, but under * nix you can use at least xvfb instead of a real screen), capture, encode and broadcast a visible window or a separate area.
