What do you need to make your video conferencing service?

Good day!
I set myself the task: to make an application with which users can join rooms of 2-10 people, in which there will be video communication, text chat and a field in which you can draw lines, build a graph, etc.
Need a little informational help for dummies
First, I would like to figure out what would be better: make it a web application or on windows? And here comes the question of the most suitable language for this purpose.
What are the main steps I need to take to implement this idea?

We take one of the open projects - OpenMeetings or bigbluebutton and you're done.
They implement your task out of the box.
Therefore, we take, set and use.
If you don't like something, we finish it.

Contact a contractor with experience in implementing similar projects.

The Windows application will be easier.
Use C#. .NET most likely already has an implementation of the components you need.
