What software can use Skype and ICQ at the same time?
Given the latest changes in Skype, a number of fixes have stopped working. Is there any solution for today?

Microsoft closed api for Skype and all third-party clients stopped working, so it's unlikely that you will find anything even just for Skype, except for the official client.

Skype will be released soon, working directly from the browser.
And ICQ is more dead than alive. You have to use two applications at the same time.

"No one can Skype except Skype itself," so no way. Microsoft has closed the ability to work with Skype through third-party applications, so either install the official application or remove it altogether and not use it.
