Is there an API for working with Skype? Calls are not required. Just create conferences, find out the number of participants, etc.

The Skype API has been closed since it got to Microsoft.
On all links it was possible to learn about it.
What's left is the old documentation for Skype4Com or for Skype, which is already outdated, and client-related functions are already disabled ( https://support.skype.com/ru/faq/FA214/cto-takoe-d... )
