What program did Stephen Hawking use and why no release to the public?

I read an article about Hawking on Habré and decided to find these programs somewhere in order to get to know them in more detail. But there was not a single release that was available. There are only promises from Intel that they will publish the release of the program for open source licenses in 2015.

From here I have a question, of course, leading to some thoughts:
1. Why is the release of the program not posted, while a lot of people need it, while Hawking used this program successfully and gave answers to interviews rather quickly?
2. As we know, programs are constantly being improved, but the voice in Hawking's speech synthesizer has remained the same
3. Do you consider the option that Hawking was just a puppet and someone else spoke on his behalf? If so, why is cosmology so conspiratorial that the one who spoke on its behalf did not take responsibility for this speech?

I searched badly. The article clearly says the name, and you can easily find the repository on github:

It turns out that Intel fulfilled its promise, and just in 2015.

1. It was made specifically for Hawking and was part of the whole complex of funds around him.
2. Perhaps, during the development process, some components were used, the license for which does not allow them to be distributed.
3. Intel just doesn't dedicate the resources to validate it and publish it.
The development of such software is not core for Intel, so other companies may have participated in the development, and you need to get permission from them to publish.
Therefore, it may take some time, but no one wants, because there is more important work to be done.
