Ruby projects. What is a Framework? Gems

Good afternoon.
How to determine on which Framework these projects are written?
Before that I wrote on Rails, but this is not Rails.
I looked through the readme and didn't find anything?
Or do they all have homemade frameworks?
- Metasploit
- heroku
- Fog

We take the first one, open the Gemfile https://github.com/rapid7/metasploit-framework/raw/master/Gemfile and everything they used is listed here. Everything else is self-written. And here in general framework-and? If you have a specific problem that you want to solve, it may make sense to voice it.

The last two are generally console utilities, why do you need rails there?
