What payment system to put on the site to receive payment for services to individuals?

Task: The site needs to accept payments from bank cards (Visa + Master) from individuals (citizens of the entire CIS and banks too) for periodically rendered services, in Euro currency (important!). The recipient is also an individual, RF.
Those. an individual must receive to a bank account in the Russian Federation, in Euros (important!) Or from a payment system account in euros to a bank account. They can pay in any CIS currency + in Euros and US Dollars, the payment system should have automatic conversion.
Add. requirements: the maximum number of types of bank cards accepted by the system, the optimal% of the commission (7-8% is already a lot, but if the choice is not large, then a large commission will do).
Watched PayPal, Skrill, etc. For individuals (who accepts) I did not find such options. Did you look bad? Or are there no such payment systems for individuals at all?

payoneer accepts cards in EUR, USD, GBP and withdrawal in foreign currency is possible as

multicurrency services like stripe, they allow you to write off the buyer in his currency and convert it to you for 1-2%, but you won’t connect it in the Russian Federation.
