Are there international payment systems that allow both deposits and withdrawals by users? On making I found many options, this is not a problem at all. The idea is that one user deposits 1 dollar, and the other can withdraw 75 cents in the same system, for example.
The question may seem silly, but I have never encountered payment issues, only with the Facebook system. Qiwi, Robokassy and Yandex.Money are probably not suitable, it is the international system that is needed. Although, if there is useful information on them, I will also be glad to hear.

There are payment systems, such as Visa and MasterCard, and they are designed for money transfers.
