I would like to find a job in a developed country, such as Norway, Switzerland, Canada. English is slightly below average, but if there is a real prospect of moving, it’s not a problem to improve, advise sites where you can find vacancies for a Russian-speaking Internet project manager in the countries mentioned above (or other top countries).
It would also be ideal to find a vacancy, for example, in a Russian-speaking support service, in some IT company or as a freelancer manager from the CIS countries. Here , for example, it is written that in Switzerland knowledge of Russian is already an advantage, that's just how I would like to find a company in which the knowledge of the great mighty would come in handy! :)

You are positioning yourself incorrectly. The fact is that for the "great and mighty" most often in these countries there are a lot of specialists. And given recent developments, such needs are likely to decline even further.
But you cannot compete with local specialists in knowledge in other languages. So I would advise you to focus on a foreign language (English, French) and at the same time look for work on local exchanges, and not in specialized "only for Russians". On such sites, most often there is a scammer. The most harmless thing is an inconvenient contract, with the deduction of part of the money for mediation and (as it may turn out later) somewhat far from the original topic of discussion.
