What is the minimum you need to know and what you need to be able to do in order to start getting at least the smallest money on upwork? I already know html/css/js/jquery. What else do you need to learn in order to fly into freelancing?

No need to strive to earn at least the smallest money, so you automatically pour yourself into the flow of workers from third world countries, where it will be very difficult to flounder.
Ask the question - what skills do I need to have in order to be in demand for foreign customers?
If you have excellent command of the skills you have listed, they will be enough, given that you will continue to develop further. But do not forget that freelancing, unlike the office, requires even more skills - communication with clients, self-organization, management, etc.
