Good afternoon, I am a citizen of Ukraine and I live here, if I work for Upwork, can I pay taxes in the USA and be considered its tax resident? (I have not yet been physically in the United States).
If so, can anyone share an article or advice on how to do this?

You must pay taxes in the country in which you are a tax resident.
Because you don’t treat the USA in any way - you can’t.
To start paying taxes there, you must open a conditional individual entrepreneur there and register there as an employee.
