I am new to Upwork and have little idea of ​​some things, I have this question:
In my specialization, I often see Fixprice with some amount (often underestimated) with very vague requirements, but the project is interesting. I would like to contact the client to discuss the project and agree on a higher price/rate. How to do it? After all, if I understood correctly, if I respond to this fix, I will have to do something that is not clear, it is not clear how long and I will receive only this fix?

There is an offer. You have the right to accept or refuse it. If accepted, there are obligations, you have seen what you are agreeing to.
Try following ThunderCat 's advice though I think it won't work 99% of the time unless +5-10% wins.
On upwork, as well as on other exchanges, there are many such offers and there are a lot of Indians, and Russian schoolchildren who take on everything for any money, often simply not understanding what needs to be done.
