Why is the submit a proposal button on upwork unavailable? I'm trying to send an offer, but it doesn't work. I didn't go in for about two months, before everything was fine.

Upwork stops working with freelancers from Russia and Belarus. New contracts cannot be entered into.
Already existing contracts will be frozen after May 1.
