Almost all IP backgrounds support auto-reply (for paging/intercom operation) when they receive a special INVITE header.
For the boss, put an IP-background with speed dial keys in the right amount.
An IP-PBX with the ability to edit headers is needed.

You can even write a dialplan so that when you pick up the handset, the gateway starts dialing a number. Here put this gateway to the chief. Or buy an 8 port Eltex, it can be used as a micro PBX.
