Mobile telephony for small businesses?

We are creating a small business, there is no office and is not expected. But you need to have a common incoming number, calls to which will be forwarded to one of the employees on a personal mobile number. There are currently three employees. You need the ability to quickly switch forwarding to one of the employees, possibly on a schedule. As well as the ability to switch an incoming call from one employee to another.
The phone number is planned with a federal prefix from one of the troika's operators. Preference for Beeline, because all employees have personal numbers from this operator.
At first I thought to use Megafon-multifon for this business somehow, but apart from the SIP gateway, it does not provide anything. It is difficult to raise a virtual PBX on your own, I have never done it. I found a seemingly simple 3CX solution, but for some reason it works with a fixed set of SIP gateways, among which there is no Multiphone.
Then there was an idea to connect a mango office, but they only offer their ready-made numbers (direct city numbers, or 8-800), which will have to be connected for money and pay a subscription.
Ready-made operator solutions are either too expensive and complicated, or they do not solve my problem.
Any good advice on what to do? The task looks quite typical.

There are quite standard solutions based on Asterisk
. Everything is installed and configured as it should ... offhand, I can’t just figure out how to forward calls from one mobile to another within the same ATC ... But with softphones or VOIP gateways, it works quite well ... In addition, there are many SIP mobile clients...

We connect a direct number in Moscow, we provide connection of up to 5 subscribers (with the possibility of further growth to a full-fledged Asterisk), and we will already connect the Multiphone from Megafon to it without any problems.
