Where to buy virtual numbers for a real estate agency?

The task is: you need 50 - 100 numbers for a real estate agency (phones with the code 926, 916, 905, 903, etc.) you need to receive SMS on the Avito website once during registration, and then when people call him, just forward the call to the real agent number. Is there a way out other than the physical purchase of SIM cards and manual work with them (put in the phone, received SMS, set up forwarding and then around).

If we were talking about city numbers - the issue would be solved quite simply.
But mobile operators try not to give away their capacity via fixed links - it is licensed for mobile communications.
I believe that either a very special relationship or a dear savior Goip is needed here.

I have already responded to a similar request, I will repeat.
There is one important point.
With this or a similar scheme , you will not know which number (out of several dozen) the client called, you will only see the number of the one who called you.
But there is a way out, you can make sure that information about the number that was actually called is "displayed" on your side and saved in the PBX CDR report. According to these data, you can get a report on each "virtual" number. We have already done this.
