What is MS DTC?

Colleagues, can you intelligibly explain what MSDTC is, what it is for and what is the risk of changing the security of "Local DTC"?
The contractors have requested a configuration on the server, and I'm wondering if I'm opening a security hole?
Attempts to look at technet did not lead to anything, but only more confused.
