How to organize one PC for two users?

Hello. There is a task: to make one PC for two people. So that the data is stored on personal disks and does not intersect.

How best to organize it. I assume that two ssd and two hdd, so that there is a choice during boot. But is it possible to limit the display of data on one ssd if the user logged into his account / axis, which is installed on another disk?

Upd: The task is such that each user can pick up a disk with their data at any time. Not that it will be practiced, but users are equal.

So let everyone with his drive initially work. If so, it is necessary that they do not intersect. Plugged in the drive and it works. Then he turned it off, turned it off.
Another came, stuck, works. Everyone has their own OS on their drive.
After all, if there are different operating systems, then from under one of the operating systems, the user will be able to access the data of another user for anyone. Here only if you encrypt.

There is such a possibility
Configurable via bitlocker / veracrypt
Or if you are not paranoid
You can simply hide partitions of other disks in Windows so that there is not even access to
Winxptweaker or group policies
