What is intel me? Do I understand correctly, this is a chip with a specific OS? Is it possible to write your own OS for this chip?

This is an auxiliary processor of a computer that "rules" the peripherals - turning on the PC, all sorts of features like Intel AMT, checking the legitimacy of the BIOS ...
It is extremely difficult to write your own OS for it - everything is signed, your code can only be run on version 11 (1xx series chipsets) and then through vulnerability.

Well, if you get a job at Intel and develop a chip.
The OS is partially implemented as a chip architecture, the documentation is proprietary, and the OS itself is obfuscated.
Thus, at home, figuring out how it works is unrealistic.
At home, "flashing" will not work, since this is not quite the firmware.
