What is a good video editing/editing software?

You need a good paid program for editing video, overlaying additional audio / video tracks on the main track. In general, this functionality should be: -
Trimming and cutting video
- Overlaying additional audio tracks on video - Editing
the volume level of video and audio tracks
- Cutting video into several segments and the ability to move these fragments.
-Combining several videos in random order
Additionally, it would be nice if there was also the ability to convert videos from one format to another.
What is the program that has proven itself for these needs?

The question is too general.
There are a lot of such programs (Sony Vegas, Adobe Premier, Final Cut, and the same Movie Maker that is in Windows by default).
Also tons of lesser known software. All of them perform the requested functionality.
The differences are mostly in UX and price.
The requested functionality is the basic functionality of any such software. The specific choice depends on a bunch of other factors (paid / free, the number and size of the video you need to work with).
I would advise:
- Adobe Premier - paid and very fancy. Has full integration with other Adobe products (After Effects, Audition).
- Sony Vegas - everything is the same as Premier, except for integration with Adobe products
- Openshot Video Editor + Audacity (for sound processing) - free opensource video editor. Good for basic stuff.
Well, or at the extreme MovieMaker, even a housewife will figure it out there.
