The design is ordered on outsourcing, but I will need to correctly submit all this to the developer. What are the features of preparation? What should you know/read? What image formats and sizes do you use?

There are two ways to transfer graphics resources and specifications to developers: manual and automatic.
If the design is made in sketch or photoshop, then use the plugins from here sympli.io
There, vector or raster graphics are created automatically, but the truth is that you need to prepare the layouts themselves a bit - indicate which of all the layers and groups are assets. Then just give the developer a link and he will open it on any PC/Mac/Linux. If the developer has any questions, he can directly in the same service and ask you using comments (very convenient, by the way).
If you want to make life even easier for developers, then suggest that they install plugins for Xcode / Android Studio, because thanks to them it will be possible to update assets faster if something changes.
The service is paid, but you have to pay for a good product. I've been using it for a long time and so far it hasn't let me down. If you just want to try, then there is an opportunity to download one project for free. By the way, it is paid only for the designer, the developers get everything for free.
If you decide to cut everything manually, then you need to read the documentation provided by Apple / Google.
It contains all the sizes and types of graphics that the developer needs. (I can give links later, I don’t remember for memory) After reading, you need to use standard sketch / photoshop programs to export graphics to special. folder. And then create a pdf document in which to register all the indents and sizes, styles, colors used. Also, if you use non-standard fonts, then they will also need to be put in a folder, which you will give to the developer.
It is also worth considering that in addition to the graphics and sizes themselves, you need to tell the developers exactly how the layout will change depending on the size and position (horizontal / vertical) of the screen. Here it is already better to just discuss this point in a chat with the developers. Then it will be possible to document it in pdf, just in case.

Sketch + Zeplin will save you from slicing something.
Many developers themselves work great with Sketch.
If you are going to make layouts in PS, then I can only sympathize with you.
