Is it possible to take an extra payment for non-compliance with the deadline?

Everything would be very simple if I was the customer, and the performer did not meet the deadlines. BUT! It's all the other way around ...

Service: turnkey website (responsive, wordpress, 4 pages)
Deadline: 18 (!) February.
Agreement: not concluded. (It's a pity, I cursed myself a hundred times already)
Budget: 15,000 rubles (at the moment 10,000 have been paid)
Stage: transfer to the customer's hosting
