Is it possible to ask a foreign customer for a letter of recommendation as a confirmation of my freelance experience?

Hello!
I've been working with him for a long time, but I'm afraid to ask, he might misunderstand.
Will it be legal for us to make me a letter of recommendation that, for example, I worked for him for several months / years?
This is what confuses me :
1. on his part - his company does not have a representative office in Russia, it turns out that he cannot give me a letter of recommendation, since he has an unofficial employee. Here I can be wrong
2. on my part - in theory I cannot have such a letter, I am not officially arranged with him (why? - see item 1), and also not formalized as an individual entrepreneur, so that in principle I have customers
A cover letter is needed to find a job in Canada under the express entry program, but since our relationship with the customer has not been officially settled, the immigration authorities may have questions. Therefore, I want to ask experienced people for advice - how legitimate is such a letter of recommendation in my situation?

recommendation - there is a recommendation: they may believe it, or they may not.
in any case, there is nothing wrong and/or shameful about asking for a recommendation.
