What cms would you recommend based on the requirements?

1. Free creation of new sections and pages
2. Display of these sections and individual pages in the main and additional menus.
3. Easily customizable SEO (Title on all pages, h1, alt in images, url - CNC)
4. Ability to edit any previously created page from the admin panel
5. Multilingual
6. Rights management
7. Well protected from hacks
8. Easy to customize for non-standard task
PS There is a site, now it works on self-writing, which is why marketing has a lot of problems. The site takes a long time to load, is poorly customized, and everything depends on its development team.
We want to transfer the entire backend to another cms or framework. Only the personal account and everything connected with it will remain on the old system. That is, redirects from the new cms to the old one will be set up when registering, taking a loan and entering your personal account, and this is how the new cms will plow.
Give advice on the choice, I'm leaning towards WP and MODX.
