More purposeful individuals run the systeminfo command and see what the language outputs in the paragraph. If MUI is installed in the system, then there will also be a non-native language of the system.
I recommend checking this way - Control Panel - Regional and Language Standards - Language and Keyboard - Interface Language (if there is, then there is already MUI). We press the Install or Remove language button, then Remove and we see a dialog box where the entire list of system languages ​​will be, including MUI. Native will be listed.
I think the Russian 8-ka does not want to become with the indicated error because in reality you are not updating the Russian 7-ku.
