The client base is like a Yellow Pages directory.
Find a freelancer who will make any base for you for 1000 rubles.
Not sure why buy it? No one will know your company or you personally from this database, and spamming is an ignoble thing, IMHO)
Alternatively, find another company with a similar target audience, agree on an affiliate program, that it is the owner of the client base who will send mailings to his database and offer your product/service.
