What are the offline translators that support Chinese, Japanese, Korean, Arabic for Windows?

It would be very good if they provided opportunities for programmatic interaction with them. Can be paid.
There is an offline google translate, but it is for Android. There is Bing Translator, but it doesn't cover all languages.

Use GoldenDict , the project is distributed, including in the form of source code. The translator supports many formats of dictionaries: ABBYY Lingvo, StarDict, Babylon, Dictd, which can be downloaded, for example, here .
