How to automate the manual process of website translation?

How to automate the manual process of website translation?
Roughly speaking, there are a bunch of HTML files with design and links. How to automate the process so that the design and links are preserved? A specially trained person is directly involved in the translation of the text, but I would not want him to have to stick in the HTML source codes.

In general, I found.
There are systems that can pull out lines of text from html, give them for translation, and then embed the lines with the translation back into the right places in the html code.
Here is an example of such a system. Free.

And why a bunch of HTML files, and not some simple CMS (or not simple)?
In the case of CMS, such questions do not arise.

I think that automation depends on data presentation.
if you could edit, select, add translations, save, change individual lines in the text - then you could automate.
and if you have ready-made html, then all automation will stop at the stage of saving the html file. in the end you still have to edit the html and not the text.
