The fact is that there have been tools for layout for a long time, such as Avacod and Zeplin, they can work with both Photoshop and Adobe XD. Explain to him that in these tools it is more convenient to export images, vector shapes, many, many different templates to make it easier to write code.
If a layout designer refuses to make up with Adobe XD or Figma, he does not strive forward, because the future is behind these tools, and it is not far off.
An interesting question. You don't know how to use Photoshop, so you want to force everyone to switch to what you can. I'm not a designer or layout designer, but IMHO Ps will be more popular than XD. So maybe you should consider changing your instrument?
