Normal specialists either have a job for $2000-3000 with monthly expenses of $1000... even if you offer $4000 it's not clear how much of it can be spent on living. Good Java highload specialists (there are a couple of acquaintances) have a monthly rate of $6,000 in Kyiv and $15,000 in Paris. Do you think they will be ready to change jobs?)
