The crux of the matter is this:
Recently, a friend contacted me with a question about promoting his site.
Man is a complete 0 in how it all works. The fact that they made him a landing, he doesn’t even understand it.
I don't really like these people, it's hard to work with them.
Personally, I do not do this and can not help accordingly.
As far as I understand, he needs both advertising, and a database of potential customers, and an email newsletter.
But he himself does not want to delve into it.
The site should be promoted abroad (specifically Germany)
Question. What can I advise him? Where to go (from Ukraine)? Maybe someone has experience and can advise someone (person / company) specifically?

I have about the same task. For a long time I tried to find a contractor, but, unfortunately, I could not find a general contractor for a reasonable price, and it was not possible to allocate a budget of 10-20 thousand euros / month.
If your client is ready for such amounts, then I can dock him with a Russian-German team.
If not, there is only one way: you want to stay within the budget of up to 2 thousand euros / month. - you will have to do everything yourself, or hire a student for technical work and, again, do creative work yourself.
It is necessary to take into account the specifics of the German approach and legal subtleties.
For example:
1. You cannot send commercial offers by mail if the recipient has not explicitly given it!!! consent to receive it.
2. The decision maker in the B2B sector, unlike in Russia and Ukraine, is not a manager, but a middle link of specialists
