USB does not work after a cold start, what should I do?

Before that, Win7 was on the computer - everything was ok.
Delivered 8.1.
The situation is as follows: when the system starts, half of the USB ports do not work. In addition, the system freezes, some files and programs do not open. When you try to reboot or shut down the system gets into a loop.
After a forced reboot, everything instantly passes. But only until the next shutdown.
I read all the forums - nothing helped.
I updated the drivers for the chipset - I caught a BSOD a couple of times. I reinstalled Win - the drivers got up through the "Driver Booster", but the problem remained.
I disabled disabling usb in the manager - nothing.
Turned off USB Legacy in BIOS - nothing.
Put updates on the wines - nothing.
Help please, the second month I endure this infection.

Update the BIOS. No need to use any Driver Booster. Download the latest drivers from the website of the manufacturer of a particular piece of iron.
