Why does Ubuntu sometimes not see the mouse?

Here's the problem - in Ubuntu 14.04 , sometimes the mouse is not recognized after turning it on.
From the OS side it looks like this:

From the side of the mouse - the laser from below and the diode from above do not glow. Mouse A4tech X7 (X-705K).
Sometimes turning it off and on from the port, or switching to another port, helps. Go recently, this has begun to happen constantly, and the described procedure does not help. only reboot, only hardcore!
The problem is definitely software, because, firstly, the mouse works without problems on other machines, and secondly, when the machine boots, it always turns on, but sometimes turns off during the OS boot process.
What can be wrong?

"Chicony Electronics Co., Ltd" - is it some kind of hub? In addition to the mouse in the second example, you have two more new devices.
