Unstable problem with turning on the desktop
The problem is the following. There is a desktop. When you press power, it supplies power to all the peripherals, but the speaker does not beep and post, apparently, does not start. However, after several reboots (from 3 to 50-70) it starts up and works.

Judging by the description, the root of evil is in a discharging / discharging capacitor or in cooling / heating elements. And this already means that the piece of iron almost dreamed of a fur-bearing animal, because this is far from being repaired by any hands. There are, in fact, quite a few options: either a power supply (if you're lucky) or a mother. By the way, starting the PSU cooler and supplying 5/12V does not yet mean its normal operation. Start by replacing the PSU.

Take another mother and check with your iron. I had something similar. After several months (1-3 I don’t remember exactly), it stopped loading at all. The problem was with the mother.
This sometimes happens to me, after pulling out the RAM and connecting one at a time, everything starts working. If you haven't tried it yet, try it, maybe it will work for you.
in my opinion, the fact that the speaker is silent speaks just of a motherboard malfunction
Do you have USB 3.0 supported at the chipset level? If not, then you should try disabling the USB 3.0 ports in the BIOS.
I had such a problem, due to the curve implementation of 3.0.
