Start a dlna server on HTPC and take almost any player that works with dlna. Or simply share the content over the network and play it with the player in the same way. Here I already search for reviewers, I myself use Iconbit XDS1003D, it is out of the budget. For others I will not advise anything, and this one, in principle, too :-D

RPi is the easiest and probably the only thing that will fit into the budget.
In general, the solution depends on the load on the device. What do you expect from your media network.
If you watch a movie once a week on a not-so-new TV, you can buy a whistle on Android for 1000 rubles.
