Why does Windows hang when loading at the logo with a PCI video card enabled?

Why does Windows hang when loading at the logo with a PCI video card enabled?
There are two identical hp dx2000m system units , both serviceable, each with 5 PCI slots (not express, 32 bit, 33 megahertz) and two Zotak GFors 430 video cards (both serviceable).
After installing the drivers, Windows starts to hang at the boot stage. But not every time, but only if the system unit was turned off and then turned on.
On normal reboots everything loads fine. To fix the hang, you need to go into the BIOS and simply resave the settings, it helps until the first full shutdown. The batteries are not dead.
WinXP and 7 were tested on both system units, as well as flashing the motherboard BIOS to the latest one. The result is the same - hangs.

It's most likely a buggy driver. Are you using Zotakov's or nvidia's? What happens when you boot in safe mode?

Look for a fresher BIOS firmware - h20565.www2.hp.com/portal/site/hpsc/template.PAGE/public/psi/upgradeMigrateResults/?sp4ts.oid=401819&spf_p.tpst=psiContentResults&spf_p.prp_psiContentResults=wsrp-navigationalState%3Daction%253Ddoclist% 257Ccontentid%253DA.05.02&javax.portlet.begCacheTok=com.vignette.cachetoken&javax.portlet.endCacheTok=com.vignette.cachetoken
Download and install other firewood - one step newer (albeit beta) or one step older from www.nvidia.ru /Download/Find.aspx?lang=ru
ATTENTION EVERYONE!!!
If you decide to change / check the power supply (replace the PSU from HP with a known good one) - 100500 times CHECK THE PIN-OUT OF THE POWER WIRES __ MOTHER __ (the same ATX24) - THE WIRES MAY NOT MATCH CARDANOLY!!!
For example, 12 V comes instead of ground, ground comes instead of 5 V, etc.

The solution is most likely to disable the "wake up for PCI" option in the BIOS, or disable the power management option in Windows for the PCI device/devices in general over the bus (power save mode and device sleep/wake up).
