The processor is clogged, on the terminal server with active users, how to limit server resources?

Good Friday evening.
Host esxi in it:
- i7-3930K 3.2 GHz
- 64 OP
- adaptec 6805 raid 1
Total 3 VM - 2 terminals and DC.
The terminal server is given 26GB of RAM, but for some reason we run into the processor.

LA: as I see it 1.5 - 2
I read that this one should not exceed the number of cores, I have 6 of them, so I need to worry when LA is closer to 5.7. But at 1.5 it is already impossible to work on terminal servers at all.
Here I have a question.
How can resources be limited for users*? If that's even possible.
- Users open a large number of tabs and the load immediately jumps up and the server slows down.
Can you tell me how to restrict the user. So that there is no peak load on the server.
