The poppy hung when installing the OS, and does not react to anything. What to do?

Good day.
Faced the following problem.
After reinstalling Mac OS, it hung on the screen with a globe and an exclamation mark (I installed it via the Internet, as it completely cleared the disks)
Initially, the globe was spinning and asked me to select a connection to continue the installation, I chose the connection (home wi fi) and everything was fine, BUT when i connected the poppy to the power from the outlet (there was little charge) the globe changed the image and an exclamation mark appeared on top of it with the inscription:

apple.com/support-2002f reboot zero reaction. I closed the lid of the laptop, but it does not react in any way, while it heats up and the coolers work.
What is the problem and what should I do?

Turn off the laptop - holding the button, if it does not respond - we put down Akum.
Next, first connect the charging, then start the installation.
