I explain. I am new to freelancing and working with a foreign client. He asks for an invoice. If I do not pay taxes yet due to my penny income, is it possible to provide an invoice? And what will be the consequences?

If the customer is foreign, then there will be no consequences.
He needs it for internal accounting. Our tax office will never know about it.

Hello, you can issue an invoice through paypal, pay taxes as an individual, through the application of any bank, for example, Tinkoff. If you are a beginner, then your amount is most likely small, no one will ask you for contracts and there will be no problems with the tax.

Gone are the days when it was possible to receive transfers to accounts with impunity and not worry. We need to look for options to work officially and sleep peacefully. It seems like the experiment with the self-employed was recognized as successful, and from 2020 more types of activities will fall into this category (this is not accurate, check with competent specialists).
In general, I highly do not recommend hoping that it will work. It won't roll anymore.

If the customer asks for an invoice, it means that he will pay you for it to some bank account - and that’s it, you are under the tax cap, even if your account is in a foreign bank, since 2017, most countries have signed an agreement on merging data into tax authorities for non-residents.
You can draw a piece of paper and sleep peacefully now only if the customer pays you money in cash from hand to hand.
