Is the freelancer's portfolio verified in any way for authenticity?
Perhaps this is a bit of an odd question. What if, say, a freelance web developer has included sites in his portfolio that he did not actually create? And is the customer often puzzled by the authenticity of the artist's portfolio?

No, it is not often that customers puzzle themselves with checks. At the same time, many freelancers sin by adding left sites to their portfolio, but they do it out of inexperience and even stupidity.
Often there is a test task, and if it is not there, then after the first work, a very dissatisfied client will surely appear who will tell everyone he can about the "pleasant" cooperation with you. So work - dig your own grave :)
I check if he says that he made such and such sites, whether there are links on the sites that he created.
Once a developer was looking for games for a large project, sends our game to the portfolio, laughed at him for a long time.
